A large Steam library can represent years of purchases, saves, achievements, and personal history, but Valve’s rules treat it as a personal license rather than property that can be passed through an estate. That distinction is the central problem for families trying to preserve access after an account holder dies.
Steam’s Subscriber Agreement says Valve does not recognize subscription transfers outside Steam, including transfers “by operation of law,” the category that covers inheritance. It also prohibits users from revealing, sharing, or otherwise allowing another person to use their password or account without Valve’s authorization. A child logging in with a deceased parent’s credentials is so not an informal inheritance arrangement under the rules; it is unauthorized account sharing.
The practical consequence is significant. Steam Support does not offer a process to reassign a deceased person’s account, merge its games into an heir’s library, or change its owner through a will. The account may remain in place, but Valve can restrict or terminate access when it identifies a breach of the Subscriber Agreement. Personal achievements, purchase history, cloud saves, profile items, and settings do not transfer to a relative’s account.
The safer route is Steam Families, Valve’s sanctioned library-sharing system for up to six household members. Each participant uses their own Steam account, avoiding a shared password and keeping saves and achievements separate. Eligible games in a Family library can also be played offline when the title supports Family Sharing. That is access to a shared library, however, not a change in ownership.
Steam Families is most useful when it was already configured while the account holder was alive. It does not create an inheritance exception afterward, and offline mode does not make an unauthorized account takeover compliant. As of September 2026, Valve has not introduced a deceased-owner or digital-legacy transfer process, so families should avoid attempting a private account handoff and preserve access only through existing authorized Family arrangements.
