This is why “just take the highest-rarity hero” fails: pulling a third back-line shooter when you have no front line is a downgrade, not an upgrade.

These are the heroes worth heavy fragment investment, because their passives affect your whole base rather than one battle. New players consistently under-rate them — a construction-speed hero looks boring next to a damage carry, but it compounds every single day of the account’s life.

This is the part of the game where extra hero power stops helping. The Purifier and the wider purification content act as a hard progression gate: you must be able to clear purification tiers reliably to unlock later content and higher reward brackets, and your ability to do so determines how fast hero EXP, fragments and tickets flow back into the account.
The loop is circular by design. Weak APCs clear purification slowly, which starves you of the fragments and EXP you need to strengthen those APCs. Mid-game players stall here more than anywhere else.
The correction is to keep Shelter development moving alongside the roster rather than after it. If your progression has stopped and you are blaming your heroes, check the Purifier first — chasing another recruit will not remove a gate that is not about hero quality.

They convert into fragments. This is the argument for concentrating pulls rather than spreading them: duplicates of a hero you already want are progress, duplicates of a hero you do not want are noise.
