Unlock boat travel at the Docks
Start from Meridian Market and take the taxi to the Docks. Boat access follows a specific conversation sequence, so speak with Salt Pete before approaching the boat.
- Speak with Salt Pete in the Docks district to begin the seafaring progression.
- Go to the boat near the Docks entrance and speak with Karel Crabface Jones. Confirm that you have already spoken with Salt Pete.
- Board the boat and check the fuel meter on the left side of the interface before setting off.
The boat opens routes toward areas including the Stacks and Sewers, making it useful for quest progression as well as offshore fishing. Kai Galosh also provides exploration guidance as you move into more regions.
Manage fuel, parking and the return trip
A convenient fuel station sits south of the Docks, beside the Oil Rig. Park beside the water-based station’s pump and interact with it to refuel.
The pump keeps filling while money is deducted. Stop it when you have enough fuel for your planned route and return. Leaving it running spends money you could otherwise use for ingredients or your next venue.
- For an offshore fishing stop: use the red button to stop the boat in open water.
- For refuelling: park beside a station’s pump and interact with the pump.
Plan your return before taking a long route, especially as nighttime curfew approaches. If money is tight enough that buying fuel would eat into your restaurant supplies, fish around the Docks first rather than funding an offshore trip immediately.

Earn fishing money without buying a boat first
Speak with Boardwalk Ady near the Docks piers to receive a free Rusty Fishing Rod. Boardwalks and canals around the Docks give you early fishing access, so you can start earning before taking the boat offshore.
- Open your inventory and equip the rod using the hand icon.
- Aim at the water and cast. Prioritize marked fishing spots: green circles with a fishing-rod icon.
- Wait for the bite indicator or fishing face icon to turn amber.
- Use the cast/reel action again to land the catch.
The amber indicator is your timing cue; wait for it before using the action again. Once you have catches, sell surplus fish for immediate cash and reserve suitable fish for restaurant supply and menu production.
Keep restaurant-suitable fish in venue storage when they can replace ingredients you would otherwise buy. Selling every catch gives you cash now, but retaining useful stock can reduce the operating cost of your existing business while you save for another venue.
Advance “The Network” through the Stacks
“The Network” involves Edison and Freya. For the Stacks objective, collect the IDs from Edison and deliver them to the chest in the Gen Debtor Hideout.
- Finish the relevant Edison dialogue and collect the IDs before travelling.
- Travel to the Stacks and follow the quest marker to the Gen Debtor Hideout.
- Interact with the chest to deposit Edison’s IDs.
- Follow the next quest marker or return to the quest-giver as directed.
The hand-in is the chest interaction, so reaching the hideout alone does not finish that step. Complete the delivery and check the next objective before diverting your route toward a venue purchase.

Get the Tier 1 Business Permit before expanding
Finish the initial business objectives before pursuing the permit chain. For the original Noodle Bar in Meridian Market, that setup includes taking over the venue, placing tables and chairs, adding Chicken Noodle Soup to the menu and stocking its ingredients. Talking to competing owners teaches additional recipes.
The Business Empire progression then takes you through Agent Teleshko and Brooke Hazard in Lowtown. Follow this sequence:
- Meet Agent Teleshko when the quest directs you to him.
- Advance the in-game time and return for the second Teleshko meeting.
- Visit Brooke Hazard at her former food stall in Lowtown and work through the dialogue about her license and debt.
- Report back to Teleshko, choosing the honest dialogue options.
- Return to Brooke after the decision to receive the Tier 1 Business Permit.
With the permit obtained, buy a Tier 1 venue. The following businesses are Tier 1 expansion locations:

Own a Tier 1 venue, then get the Tier 2 permit
Holding the Tier 1 permit is not enough to unlock the Tier 2 application. Complete the purchase of at least one Tier 1 venue first.
- After buying a Tier 1 venue, apply for the Tier 2 business permit.
- Meet Lily Nightingale in Lowtown and accept her ingredient request.
- Bring her vodka, liquid nitrogen and cherries to obtain the Tier 2 license and open the next venue tier.
