A missing title in the PS Vita Download List is more significant than a stalled transfer. It can indicate that the console is not recognizing the account entitlement tied to that purchase, rather than simply failing to connect or complete a download.
Start with the account that made the purchase
Sign into the original PSN account used to buy the game, then open the PS Vita Download List and search for the title. This is the key first check for games such as Run Sackboy, OlliOlli, and affected PSOne Classics. A game still listed there points toward a download-state problem; a game absent from the list points toward an account or entitlement issue that cannot be fixed by repeatedly retrying the download.
Do not treat a subscription-library entry as the same thing as a direct purchase. The account that owns the transaction is the one that matters, and a different PSN account may not have access even on the same Vita. Players should also verify they are looking for the correct version of a game, particularly where older releases, bundles, or Classics have separate listings.

Document the failure before changing anything
Take screenshots of the Download List, any purchase or entitlement history available on the account, and the exact error message. Record the date, time, game name, and whether the title is missing entirely or begins downloading before failing. That distinction matters: a listed game that stops, corrupts, or loops during download is different from a purchase that no longer appears in the library.
For titles that remain in the Download List, retrying the download after checking the Vita’s network connection and available storage is the immediate practical step. For titles missing from the list, preserve the transaction details and error evidence rather than deleting local data or assuming the license was deliberately revoked.
