You extract it from the machine on the wall, so search at wall height, not at inventory or table height.

If you are circling regular terminals in Bio-Research and nothing progresses, you are in the right building but using the wrong interactable. Scan the perimeter walls for the orange dispenser, interact, and let the extraction finish before you move on.
