All Faction Trader Locations in Windrose – Quick Overview

The single most confusing system in Windrose right now is trading. You reach Tortuga, see faction stalls everywhere, but nobody will buy your loot. The trick is understanding that Tortuga is a buy-only hub, while all the selling happens at each faction’s separate base out in the world.

On top of that, every save uses a procedurally-generated map, so there are no fixed coordinates you can copy from a guide. The game expects you to use quest markers and relative position instead of “sail north for 3 minutes.” This guide walks through how that works in practice and where to find every faction trader in a reliable way.

How Faction Trading Works in Windrose

Before we dive into locations, you need to know how the trading system is structured. If you skip this, you’ll keep sailing in circles with a hold full of unsellable loot.

  • Maps are procedural: Your world seed changes island layouts each run. Faction bases are always in the same general direction (e.g., “southwest of Tortuga”), but exact shapes and distances differ. Always follow quest markers when they appear.
  • Items are faction-tagged: Many drops and crafted goods are labeled for a specific faction. Only that faction’s Buyer NPC will purchase them for currency.
  • Two currencies: You’ll mainly see Piastres and Guineas. Different traders favor one or the other for their higher-end items and plans.
  • Tortuga Market = buy only: All four factions have representatives in Tortuga, but these stalls only sell to you. They do not buy anything, even if it belongs to their faction.
  • Faction bases = sell and stock up: Each faction has at least one remote base where their Buyer lives. That’s where you offload loot and often find a bigger stock of their specialty items.

Think of Tortuga as the shopping mall for upgrades and blueprints, and faction islands as the actual trading posts where you convert loot into money.

Now let’s break down how you actually unlock and reach each of these, step by step.

Step 1 – Unlocking Faction Trading After Reaching Tortuga

On my first save, I hit Tortuga, ran around the market, and assumed the game was bugged because nobody would buy anything. The missing piece is the early quest chain tied to the Underground Network and Buccaneers.

  • Reach Tortuga: Progress the main story until you dock there for the first time.
  • Explore the Market: You’ll see multiple faction vendors with distinct banners and dialog options. For now, they are for purchasing only.
  • Pick up the early faction quests: Talk to NPCs tied to the “Glorious Hunters” and then the “Buccaneers” questline. These are the ones that eventually point you to real buyers.
  • Start “Underground Network” when available: This quest is what formally introduces you to the wider trading web and starts putting faction base icons on your map.

As soon as you have those quests active, stop relying on “sail in X direction” advice and instead follow the gold quest markers and faction icons that appear on the map. That’s the only way to compensate for the procedural generation.

Rogue Buccaneers – First Real Faction Base

The Rogue Buccaneers are usually the first faction you fully engage with. Their quest chain doubles as your tutorial for how all later faction bases and buyers work.

Inside the Tortuga Market, look for the Buccaneers’ representative at one of the faction stalls. In my runs they’ve been in the central market area, standing by a stall with Buccaneer-flavored gear. Here you can spend Piastres and Guineas on:

  • Combat-oriented weapons and armor pieces
  • Hunting-related supplies and basic provisions
  • Some early combat upgrades or plans

Again: this Tortuga vendor does not buy anything from you. Use them to gear up for the island they’re about to send you to.

Finding the Buccaneers’ Island Buyer

When you accept the “Buccaneers” side quest, you’ll be sent to help the Rogue Buccaneers at their temporary island base. This island is always placed by the game so a quest marker can reach it, regardless of your world seed.

  • Open your map with M (or equivalent on controller).
  • Track the Buccaneers quest so its marker is active.
  • Sail directly toward the quest icon rather than trying to eyeball directions.

Once you land, you’ll find a small camp with:

  • A Buccaneers Buyer who will purchase all Buccaneer-tagged loot you’ve been hoarding.
  • A campfire fast travel point that counts as a proper fast-travel location without you needing to build a Fast Travel Bell. This makes repeat selling trips much easier.

This base is your first taste of the real trading loop: run content, gather faction loot, fast travel back here, sell, and upgrade at the same time.

People of Tortuga – The “Missing” Buyer

Most players get stuck here. You see People of Tortuga items in your inventory and a vendor stall in Tortuga Market, but every guide text says there’s a buyer “for them” somewhere else. The problem: that buyer is not on Tortuga.

In the Market you’ll find a People of Tortuga vendor. Their stock leans toward:

  • Building plans and decorative pieces
  • Early crafting and construction upgrades
  • Occasional utility items for your base

Use this stall to invest your early Piastres into improving your base setup, but don’t expect them to buy your goods. They’re strictly a shop.

How to Reveal the People of Tortuga Buyer Island

To unlock their actual buyer, you need to push further into the Buccaneers questline. The most consistent path I’ve tested looks like this:

  • Complete the initial “Glorious Hunters” quest step tied to Tortuga.
  • Progress into the “Buccaneers” follow-up tasks.
  • Carry out deliveries like gunpowder and later tanned hides to the NPC Charlie Sharpe.

When you reach the second major task (the one involving tanned hides), the game finally drops a waypoint on the People of Tortuga hideout. In every seed I’ve played, it ended up roughly southwest of Tortuga, but do not rely on compass directions-just follow the quest marker.

Land on that island and you’ll find:

  • The People of Tortuga Buyer, who purchases their tagged goods and some provision items.
  • Additional traders with more advanced building plans than the Tortuga stall offers.

If you’re ever unsure you’re on the right island, look for Charlie Sharpe; his location effectively marks the hideout.

Brethren of the Coast – Dockside to Distant Outpost

The Brethren are the easiest faction to spot in Tortuga but still require some sailing to fully unlock.

Head toward the docks side of the Tortuga Market. The Brethren representatives tend to set up closer to the shoreline than the other factions. Here you can buy:

  • Ship-related supplies and seafaring gear
  • General provisions for longer voyages
  • Some mid-game combat and exploration tools

Use this stall when you’re preparing for longer runs between islands. As always, remember they won’t buy from you in Tortuga.

Reaching the Brethren Island Base

The full Brethren outpost usually appears on your map after you’ve progressed the Tortuga-centric questlines, especially anything tied to the Underground Network. Once that’s in motion, check your map:

  • Look for a distinct Brethren faction icon on a nearby island.
  • Set a custom marker on it and sail straight there.
  • Activate any campfire you find so you can fast-travel back later.

The Buyer at this base takes Brethren-tagged loot and often offers a more complete inventory than the Tortuga stall, so it’s worth the detour once you’re running into their items regularly.

Smugglers of Port Royal – Following Green Sails

The Smugglers work a little differently in how you initially track them down, but they still follow the same structure: stall in Tortuga, full trading base elsewhere.

Their stall is typically smaller and easy to miss compared to the big Brethren presence near the docks. They deal in more under-the-table style goods-think odds and ends that don’t clearly belong to the main three factions, plus some handy utility items.

Finding the Smugglers’ Island Buyer

Out at sea, keep an eye on two things:

  • “Smugglers Waters” zones labeled on the map or when you sail into certain regions.
  • Green ship icons on your compass or map, which indicate friendly vessels.

When you see a green ship in Smugglers Waters, sail toward it instead of away. In my experience this almost always leads you toward their main cove or at least a clue pointing to their island. Once you discover their base, it will be marked like the other faction outposts, and you can return to sell Smuggler-tagged items whenever your hold is full.

Efficient Trading Loops and Common Mistakes

Once all factions are unlocked, the real challenge is not wasting time bouncing between islands with the wrong cargo. A few habits made a big difference in my runs.

  • Sort your hold by faction: Before leaving any island, quickly scan your inventory and note which faction tags are piling up. Plan your next sail around the faction with the largest stack.
  • Use fast travel points aggressively: Light every campfire in faction bases. Being able to fast travel → sell → fast travel back cuts a huge amount of downtime.
  • Don’t hoard Tortuga-only items: If you buy building plans or upgrades in Tortuga, use them before your next voyage. They don’t need to sit in your hold for hours.
  • Link quests with selling trips: If you have a Buccaneers quest step and a hold full of Buccaneer loot, handle both in one trip to their island.
  • Stop searching Tortuga for buyers: If an NPC can buy from you, they are almost always at a remote faction base, not in the city.

Once you internalize the pattern-Tortuga for buying, islands for selling, quest markers for navigation—the trading system stops feeling opaque and starts to flow naturally with your exploration and combat runs.
