

The single most confusing system in Windrose right now is trading. You reach Tortuga, see faction stalls everywhere, but nobody will buy your loot. The trick is understanding that Tortuga is a buy-only hub, while all the selling happens at each faction’s separate base out in the world.
On top of that, every save uses a procedurally-generated map, so there are no fixed coordinates you can copy from a guide. The game expects you to use quest markers and relative position instead of “sail north for 3 minutes.” This guide walks through how that works in practice and where to find every faction trader in a reliable way.

Before we dive into locations, you need to know how the trading system is structured. If you skip this, you’ll keep sailing in circles with a hold full of unsellable loot.
Think of Tortuga as the shopping mall for upgrades and blueprints, and faction islands as the actual trading posts where you convert loot into money.
Now let’s break down how you actually unlock and reach each of these, step by step.
On my first save, I hit Tortuga, ran around the market, and assumed the game was bugged because nobody would buy anything. The missing piece is the early quest chain tied to the Underground Network and Buccaneers.
As soon as you have those quests active, stop relying on “sail in X direction” advice and instead follow the gold quest markers and faction icons that appear on the map. That’s the only way to compensate for the procedural generation.
The Rogue Buccaneers are usually the first faction you fully engage with. Their quest chain doubles as your tutorial for how all later faction bases and buyers work.
Inside the Tortuga Market, look for the Buccaneers’ representative at one of the faction stalls. In my runs they’ve been in the central market area, standing by a stall with Buccaneer-flavored gear. Here you can spend Piastres and Guineas on:
Again: this Tortuga vendor does not buy anything from you. Use them to gear up for the island they’re about to send you to.
When you accept the “Buccaneers” side quest, you’ll be sent to help the Rogue Buccaneers at their temporary island base. This island is always placed by the game so a quest marker can reach it, regardless of your world seed.

Most players get stuck here. You see People of Tortuga items in your inventory and a vendor stall in Tortuga Market, but every guide text says there’s a buyer “for them” somewhere else. The problem: that buyer is not on Tortuga.
In the Market you’ll find a People of Tortuga vendor. Their stock leans toward:
Use this stall to invest your early Piastres into improving your base setup, but don’t expect them to buy your goods. They’re strictly a shop.
To unlock their actual buyer, you need to push further into the Buccaneers questline. The most consistent path I’ve tested looks like this:
When you reach the second major task (the one involving tanned hides), the game finally drops a waypoint on the People of Tortuga hideout. In every seed I’ve played, it ended up roughly southwest of Tortuga, but do not rely on compass directions-just follow the quest marker.
Land on that island and you’ll find:

The Brethren are the easiest faction to spot in Tortuga but still require some sailing to fully unlock.
Head toward the docks side of the Tortuga Market. The Brethren representatives tend to set up closer to the shoreline than the other factions. Here you can buy:
Use this stall when you’re preparing for longer runs between islands. As always, remember they won’t buy from you in Tortuga.
The full Brethren outpost usually appears on your map after you’ve progressed the Tortuga-centric questlines, especially anything tied to the Underground Network. Once that’s in motion, check your map:
The Buyer at this base takes Brethren-tagged loot and often offers a more complete inventory than the Tortuga stall, so it’s worth the detour once you’re running into their items regularly.
The Smugglers work a little differently in how you initially track them down, but they still follow the same structure: stall in Tortuga, full trading base elsewhere.
Their stall is typically smaller and easy to miss compared to the big Brethren presence near the docks. They deal in more under-the-table style goods-think odds and ends that don’t clearly belong to the main three factions, plus some handy utility items.
Out at sea, keep an eye on two things:
When you see a green ship in Smugglers Waters, sail toward it instead of away. In my experience this almost always leads you toward their main cove or at least a clue pointing to their island. Once you discover their base, it will be marked like the other faction outposts, and you can return to sell Smuggler-tagged items whenever your hold is full.
Once all factions are unlocked, the real challenge is not wasting time bouncing between islands with the wrong cargo. A few habits made a big difference in my runs.
