If Wrench in the Works has you circling buses in Spaceport wondering why the tracker never moves, the problem is almost never a bug. The objective points you to an unlabeled stretch of road on the map’s west edge, and the step only advances when you read a note inside the correct bus.
There is no giant “Western Gate” tag on the map, and that is exactly why players waste time. The location is a section of road, not a named point of interest. The route to memorize is: Spaceport west side → road between Departure and Arrival → toward the Water Towers. You are looking for the western road junction on the Departure side, with the bus parked along that route.
Use these landmarks to confirm you are in the right spot:

Several buses sit on the western side of Spaceport, but the quest bus is the one parked by the road junction on the Departure Building side of that corridor, marked by the red-and-blue container. The interaction is inside the bus, so do not circle the exterior, check the trunk, or loot around the wheels expecting the step to clear.
Go up the steps, aim toward the driver’s seat, and look for the note just at or behind that spot. If no prompt appears, step deeper in and sweep your reticle across the front-left interior — that is where the advance trigger sits. Players who think the quest is broken have usually checked the wrong bus or missed this interior note entirely.
This stretch is exposed, with open sightlines and patrol pressure, which is why the area feels rough even though the objective is simple. Sprint straight down the center of the road and you can get tagged before you even confirm the bus.

The route is identical on PC and console. On a controller, slow your aim for a beat around the driver’s seat instead of flicking past it and assuming nothing is there.
You are in the right place when all of these line up at once:
If one of those does not match, keep moving. “Western gate,” “western highway,” and “west-side road near Departure” all describe the same practical zone.

The bus is only the first half of the route. After you read the note, the quest sends you to the Water Towers, northwest of that same western sector — good confirmation you found the right bus, since the follow-up stays on the same side of the map.
The second objective is the northernmost water tower. If you finish the bus interaction and lose the thread, head to the Water Towers area, prioritize the northern tower, and continue the sabotage step there. If the tracker still will not move after you search a bus, return to the western road between Departure and Arrival, find the bus by the junction, enter it again, and rescan the driver’s-side interior. Almost every failed attempt is a near-miss on the location, not a hidden alternate solution.

Ignore the missing map label. Go to Spaceport’s west-side road, find the bus by the Departure/Arrival junction with the red-and-blue container, search inside at the driver’s seat, then continue to the northernmost water tower. Do that and the whole quest clears in a couple of minutes.
