Farm Riven Tides, preferably during a Night Raid, and spend your time inside the two best high-loot areas: Port Authority and Hotel Panorama Azzurra. That is currently the fastest known way to get the Powered Descender Blueprint in ARC Raiders. The drop is still RNG-based, so there is no single guaranteed container, but every reliable lead points back to Riven Tides, with Night Raids offering the best efficiency thanks to boosted blueprint rates and stronger loot density.
If you only need the short version, the method is simple: queue Riven Tides at night, bring any keys you have for locked rooms, loot every indoor container in Port Authority and Hotel Panorama Azzurra, extract, repeat, then use Learn and Consume on the blueprint in Speranza once it drops. PC and console players follow the same route because this is a loot-table problem, not a platform-specific one.
The biggest time-waster here is farming older maps or treating the Powered Descender like a quest unlock. Current research and community-backed reporting place this blueprint on Riven Tides, the map introduced in the newer update cycle. Some write-ups describe the blueprint as exclusive to Riven Tides, while others leave room for it being heavily weighted there rather than technically exclusive. In practice, that distinction does not really change your plan: if your goal is efficiency, you should treat Riven Tides as the only map worth targeting.
There is also no confirmed quest gate tied to the Powered Descender Blueprint. That matters because some players lose runs trying to chase objectives that do not improve the drop chance. This is primarily a scavenging farm. The blueprint comes from looting containers, and volume matters more than clever tricks. The more containers you open in the best zones, the faster you reach the drop.
If Riven Tides is the correct map, Night Raids are the correct version of that map. Multiple sources point to Night Raids on Riven Tides having 2x blueprint drop rates along with better high-value loot spawns. That combination is why most efficient farms now center on nighttime runs instead of standard daytime sweeps.
This also lines up with broader loot behavior on rare and epic blueprints: special map conditions and higher-value loot states tend to be better for blueprint hunting than quiet low-risk runs. If a run gives you the choice between safe, low-density scavenging and a Night Raid with richer loot, the Night Raid is the better use of your time even if the combat pressure is higher. The blueprint is rare enough that pure survival without enough container volume is often slower than a slightly riskier route with much better loot quality.

The two names to remember are Port Authority and Hotel Panorama Azzurra. These are the Riven Tides loot locations most consistently tied to strong blueprint farming. They are high-loot zones, often highlighted as red-value areas on the map, and they have the container density that makes RNG farming tolerable instead of miserable.
Port Authority is especially valuable because keyed rooms there can contain untouched, higher-quality containers. One reported Powered Descender find came from a box on a shelf in Port Authority after using a key, which is exactly the kind of detail worth paying attention to. It does not mean that shelf is a guaranteed spawn. It does mean locked interior spaces are absolutely worth your key investment, because they give you access to containers other players or other route patterns may never touch.
Hotel Panorama Azzurra works for the same reason: lots of interior loot, better odds in locked rooms, and enough containers that each run feels like a real roll at the table instead of a token attempt. If you spawn closer to one of these locations, go there first instead of crossing the map just to follow a fixed script. The blueprint does not care which named hotspot you start with, only how many good containers you clear before extraction.
The most efficient route is not complicated, but it does require discipline. Go in with enough inventory space to keep a rare blueprint if it drops, and do not clutter your pack with low-value junk too early. Head straight to the nearest of Port Authority or Hotel Panorama Azzurra, clear the building interior, use keys if you have them, and loot every realistic container before moving on. If the first hotspot is quiet and efficient, rotate to the second. If the lobby turns into a full firefight, take what you have and extract rather than throwing away a strong run.

The mistake a lot of players make is overcommitting to only the flashiest containers. Because the Powered Descender Blueprint is RNG-based, it can appear in ordinary scavenging containers as well. High-loot zones matter because they give you more chances and better overall item quality, not because there is a single magical crate. That means you should still check the less glamorous shelves and side-room boxes after clearing the obvious loot path.
If an ARC Surveyor crosses your route and you can kill it safely, do it. Surveyors are also associated with blueprint drops in the general loot ecosystem. They are not the main farm for Powered Descender, and you should not derail a clean run just to chase one, but they are absolutely worth looting when they fit naturally into your path.
Once the Powered Descender Blueprint finally drops, the important part is not to treat it like ordinary sellable loot. Extract with it, return to Speranza, select the blueprint, and choose Learn and Consume. That permanently unlocks the crafting recipe for your account. If a blueprint has already been learned, it should display a ✓ mark, which helps you avoid wasting time wondering whether you still need it.
Blueprints can be sold for credits, and this one reportedly has a value of 5,000 credits, but that only matters for duplicates. Selling your first copy before learning it is the kind of mistake that turns one lucky run into another grind session. Learn first. Sell extras later.

After the unlock, you still need the actual materials to craft the Powered Descender. The current recipe information points to:

Power Rods are tied to electrical loot spaces, with the Dam Battlegrounds power complex being one of the noted places to look. The Turbine Compressor is more straightforward: it is a guaranteed drop from Arc Turbines and can also be looted from Arc Couriers. That means once the blueprint itself is done, the material farm is much less random. The real bottleneck is usually the blueprint, not the Turbine Compressor.
This is why it makes sense to separate the process into two phases. First, focus exclusively on the blueprint in Riven Tides Night Raids. Second, once it is learned, pivot to cleaner material runs for Power Rods and a Turbine Compressor. Mixing both goals too early often makes players keep the wrong route for too long.
There is one useful backup path if RNG is refusing to cooperate. Community and wiki references indicate that scavenging-pool blueprints, including Powered Descender, can also appear as Trial rewards in Speranza. That is important because it gives you a non-loot alternative, at least when the Trial rotation lines up. It will not always be available, so you should not stop farming Riven Tides waiting for it, but it is worth checking between raids because it can bypass the container grind entirely.
Learn and Consume before thinking about credits.The cleanest way to get the Powered Descender Blueprint in ARC Raiders is to treat it as a focused Riven Tides scavenging farm: run Night Raids, hit Port Authority and Hotel Panorama Azzurra, spend keys on locked rooms, and open more containers than the average player does. Once it drops, unlock it immediately in Speranza with Learn and Consume, then switch to farming the recipe materials, especially the Turbine Compressor from Arc Turbines or Arc Couriers. The blueprint is random, but the route to it is not.
