If you are hunting the Sanctum of Expiation in Crimson Desert and every guide seems to send you somewhere different, here is the fix in one line: it is in the Demeniss region, not Hernand, and it belongs to Areciel, the Witch of Strength. Get those two facts right, liberate the ruins, then install two Fusion Reactor Cores — and you are done.
This is where most people lose time. The English version of the game has no Hernand “Expiation” sanctum at all — Hernand’s sanctums carry different names. The Sanctum of Expiation sits in Demeniss, and it is one of the three sanctums in the Witch of Strength questline, so you need Areciel’s request active before the cleansing will progress.

If you started this quest expecting a “Witch of Goodness” sanctum, that is a different chain entirely. The Witch of Goodness has her own shrines elsewhere, so do not try to force this Demeniss sanctum to fit that questline.
You cannot install anything while the ruins are corrupted. Approach from the road on the east side and you will find the sanctum overrun with Antumbra enemies. Fight your way through them — the on-screen purification percentage drops as you clear the area — until it reaches 0% and the sanctum is liberated. Only then can you freely move the cores and solve the puzzle.
Once it is liberated, the sanctum is a light traversal-and-puzzle room rather than a long fight, but a few Axiom skills do almost all of the work.

Inside the ruins, several routes are choked with vines and overgrowth. Burn them away with a fire weapon or arrow, or the Blinding Flash skill. This opens the path to the central device and to the rooms where the two cores are hidden, so do it before you start moving parts around.
The first core sits sealed inside a cube suspended above the puzzle area. Aim Axiom Force upward at the cube and seal it to claim the Fusion Reactor Core: VII. Bring it back toward the central device.

The second core, the Fusion Reactor Core: XIV-I (shown in some localizations as core 14-1), is held in a barred room off the northern archway — you reach it by dropping through a broken floor. Grab it with Axiom Force, store it in your Kuku Pot, and carry it out. That is the full set: two cores, no separate “cube piece” or “Core #3” to chase.
With both cores in hand, line each one up with its socket on the central mechanism and use Force Palm to push it in — use a jumping Force Palm to reach the higher socket. Once both cores are seated, the device powers up, the lightning settles, and the sanctum registers as cleansed.

Cleansing the Sanctum of Expiation unlocks Blueprint II: Kuku Lightning-Resistant Armor. There is also a hidden chest tucked inside a vine-choked tunnel nearby that holds the Frostcursed Plate Cloak — worth grabbing on your way out. Because the armor resists lightning, it pairs well with builds you are putting together while you unlock the rest of the elements, and it is a clean upgrade if you are still piecing together your best abyssal gear.
Unlock Areciel by giving the boy in Tashkalp a coin, then go to Demeniss, north of the Gate of Truth and east of Drakesfall Gorge. Clear the Antumbra enemies to liberate the ruins, burn the vines, grab Fusion Reactor Core VII from the cube above with Axiom Force, pull Core XIV-I from the barred northern room, and Force Palm both into their sockets. Cleansing the sanctum hands you Blueprint II: Kuku Lightning-Resistant Armor (plus the Frostcursed Plate Cloak from the hidden chest) and moves you one step into Areciel’s three-sanctum chain.
